It depends on the torrent. I recommend getting uTorrent and only downloading from www.thepiratebay.org.
Your download speed depends on the upload speeds of the seeders, so you'd have to find torrents with faster seeders. (That's about as helpful as telling you to have better parents, but it's the only way to speed up torrent downloads. IOW, in theory you can, in practice you can't.)
